As Cinema Bizarre asked, who do you think the girl is on the cover?

Personally, I think it is a trick. It appears like it could be Lady Gaga but at the same time the facial features don't exactly match up. On the other hand, I think it might be a guy dressed a girl. Who the guy is though? Not sure.

I could be wrong though. XD
